8e5fc5b037 NGREG != ELF_NGREG. 
Except they are the same on arm32/arm64, so we hadn't really noticed. x86
and x86-64 are quite different though, presumably by historical accident.

Fix the definitions and add some static asserts.

8d307c9a30 Support building binutils out of the box for x86/x86-64. 
x86 needs the <sys/user.h> additions, x86-64 the <sys/procfs.h> ones.

fef58353f4 Fix x86 gdbserver build. 
Add the x86-only elf_fpxregset_t to <sys/procfs.h>, and rename
user_fxsr_struct (the kernel's name) to user_fpxregs_struct (the
userspace name).
