The alternative would be to define an "lp64" shorthand like we have for
SYSCALLS.TXT, but since this functionality is only used by bionic and
old frameworks code to document historical oddities, it's unclear that
it's worth implementing. We shouldn't ever need architecture-specific
annotations again in future.

We broke this ABI in L:
https://android-review.googlesource.com/c/95071/.
This ABI break is now in over half of all devices, so it's more
correct to not have it than it is to have it. It's also worth noting
that this was only ever in ARM and MIPS; it was never in x86.
