We've never really used __restrict: only <string.h> and <stdio.h> (which
are still very similar to upstream BSD headers) consistently have these
annotations. Neither clang nor GCC warns for trivial cases, and there's
little obvious documentation benefit.

Add C11 static_assert to <assert.h>. Remove uses of __dead while we're there:
__noreturn already does the same thing on those functions.
Fix <uchar.h> so it works from C.
<stdalign.h> and <stdnoreturn.h> are provided by clang, so there's nothing
for us to do.

The NDK self-test issue64679-prctl failed to build because by default
clang3.6 builds in C11 mode, but the ifdef in the file 'uchar.h' hid the
required char16_t and char32_t declarations based on the GCC version,
which is declared as 4 by clang.
The ifdef is changed so that it is based on C version rather than a
compiler version. This way it is compatible with gcc 4, gcc 5 and clang
which are actually the only used toolchains.

gcc 5.1 doesn't define char16_t and char32_t (unless in C++ mode),
causing compile failures.

mbrtoc32 and c32rtomb get their implementations from mbrtowc and wcrtomb. The
wc functions now simply call the c32 functions.
