Dimitry Ivanov 3e0821d7c2 loader: anonymous ns initialization is not required 
Anonymous namesapce is zygote-specific workaround and
is not really required for other binaries.

This change allows creating namespaces without initializing
anonymous namespace.

Test: bionic-unit-tests
