Someone uploaded --no-verify, and now I'm being asked to change the NOTICE file. Instead, let's just use the existing BSD header for 2023, since we've been trying to keep the tests BSD licensed anyway. Test: treehugger Change-Id: I4a5b1a50c65bebaaa3015634b67868b3b7a7ce32
