C23 adds timegm(), gmtime_r(), and localtime_r(). We should remove the "non-standard" text for timegm(), and while I'm here, let's just document everything in this file. Test: treehugger Change-Id: Ia44c1bd155c939f694f6f8138b9cb7503519522c
