Elliott Hughes 53b6dfbc64 Sync with upstream openbsd. 
Upstream made a change similar to our %s change, so we don't need that
difference any more. (But they didn't seem interested in our GNU
extensions, even though they're sensible ones that just ensure symmetry
between strftime() and strptime().)

This directory contains upstream OpenBSD source. You should not edit these files directly. Make fixes upstream and then pull down the new version of the file.

TODO: write a script to make this process automated.
