152933a28e recovery: Refactor logging code into logging.cpp 
Move common logging related functions to
rotate_logs.cpp, and rename that to logging.cpp.

Test: Recovery works

245c522588 rotate_logs: Clean up the header includes. 
Also clang-format rotate_logs.cpp to get consistent style.

Test: mmma bootable/recovery
Test: recovery_manual_test works on marlin.
