c5c443c756 Do not use o=ALL_EMAILS parameter. 
For security reason, this REST API parameter needs account modification
permission to get all email addresses. Now changed to ask only account
number to verify an email address.

2b1efe63cf Accept alternative email addresses. 
Some OWNERS files use secondary email addresses, so we only
check existence of _account_id and email attributes.

Test: run against existing OWNERS files

bee0dec6c4 Encode special characters in email addresses. 
Now accept email addresses with '+' character.

adaed14ff3 Add a script to check OWNERS file syntax. 
* -v option to print found files and email addresses.
* -c option to check found email addresses.
