The long-form variables (PRODUCTS.<makefile>.<variable>)
are used to get information about multiple products.
However, they've never really worked correctly, and so
importing multiple products is deprecated behavior.
Remove as many usages of the long-form variables and
multi-product imports as possible.

These files are difficult to support in the Starlark product
configuration. They also aren't really a good representation
of products even with Makefiles, because they only display
information from products that have been imported with
import-nodes, but generate empty files for the other products
that are included from the imported ones.
For example, lunching aosp_arm64 then running
`m out/products/build/make/target/product/core_64_bit.mk.txt`
would generate a file full of empty variable assignments.

The main issue with board configuration up till this
cl was that it didn't have access to the product configuration
variables. Pass those in by dumping the make variables to a
temporary file, which is then converted to RBC, loaded,
and passed to the starlark board config..

If RBC_PRODUCT_CONFIG variable is set, obtain product configuration
variables by converting product configuration makefiles to Starlark
files and then executing them.
Also, introduce RBC_NO_PRODUCT_GRAPH variable to suppress product graph
generation. We cannot generate product graph with Starlark, so this
option allows to verify that the rest of the contents of the generated
Ninja files remains the same when Starlark-based converter is used.
This allows to perform the regression testing, i.e. running
`RBC_NO_PRODUCT_GRAPH=t DISABLE_ARTIFACT_PATH_REQUIREMENTS=t m nothing`
and
`RBC_PRODUCT_CONFIG=t m nothing`
should generate identical *.ninja files.

Disallow use of the long-form PRODUCTS.$(INTERNAL_PRODUCT).PRODUCT_*
after the short-form has been assigned, to ensure modifications are
made to the right variable.
Macros that need to work with multiple products get a convenience
macro that is redefined at the right moment.

OEMs may need to have different device configurations that use different
signing configurations for mainline modules. The network stack mainline
module has a sepolicy context referencing its certificate, so the
generated plat_mac_permission.xml differs based on the module signing
configuration.
The added PRODUCT_MAINLINE_SEPOLICY_DEV_CERTIFICATES variable defines a
per-product directory for the certificates, so that which certificate to
use can be configured in the product makefile, instead of replacing the
certificate file itself.
This change is to be submitted together with another change in sepolicy
makefile.
Test: changed certificate path, m, verified plat_mac_permissions.xml has
new certificate.

There was PRODUCTS, ALL_PRODUCTS and really_all_products, and
ALL_PRODUCTS was in fact not all products. Rename it to what
it really is: parent makefiles, i.e. product makefiles that include
other product makefiles.
Also rename the really_all_products var.

PRODUCT_SYSTEM_DEFAULT_PROPERTIES will be used to define system default
properties which should be installed in system partition.

- For unmodified "make product-graph" and "make dump-products",
load only the current product configuration makefiles. This is much
faster than loading all product makefiles.
- For "make product-graph ANDROID_PRODUCT_GRAPH=--all",
"make dump-products ANDROID_DUMP_PRODUCTS=all", load all product
makefiles.
- Move product-graph.mk out of build tasks, so we can skip loading all
the Android.mks, which takes long and we don't really need them.
More importantly, with all product makefiles loaded, modules in
Android.mks are prone to clash (if they are conditionally included
by variables set up in product makefiles) and lead to parse-time
error.
