893948955d Stop supporting wrapping the build with make
The build servers are no longer using this. It's hard to search for
others using it -- I've cleaned them up as I've run across them, but
we'll just have to see who breaks once this goes in.

This was the last user of makeparallel, so we can remove it.

8a5d597bbf Remove the PRODUCT-* goal
I've switched all the build server configs to using TARGET_PRODUCT /
TARGET_BUILD_VARIANT and explicit goals instead.

Remove tools/check_builds.sh which relied on this, but hasn't been
touched in a long time.

78c40be560 Create a new kati packaging step; move dist
Instead of looking at `dist` and DIST_DIR directly in the Kati Build
step, always write out information about every call to dist, then create
the rules in another ckati run.

So instead of having:

  dist:    <goal> -> <dist> -> <output>
                \______________↑

  nodist:  <goal> -----------> <output>

Always use another phony target in the Kati Build step:

   <goal> ---> <output>
        \----> _dist_<goal>

Then in the packaging step (which is much faster), choose between dist
and no dist:

  dist:   _dist_<goal> -> <dist> -> <output>

  nodist: _dist_<goal>

86a596c711 Remove art targets from PARSE_TIME_MAKE_GOALS
The art targets don't check MAKECMDGOALS any more, remove them
from PARSE_TIME_MAKE_GOALS.

9bfcbc8a71 Move APP-% and PRODUCT-% implementation out of Kati
This way we'll share ninja files with the equivalent normal configs. We
were already parsing them in the make config step in order to fix
TARGET_PRODUCT / TARGET_BUILD_VARIANT / TARGET_BUILD_APPS, now they
replace themselves in MAKECMDGOALS with the appropriate goals.

If we're not going to pass any goals to ninja, pass the default goal.

562baccae8 Remove the rest of showcommands, dist goal
showcommands is all handled in soong_ui, make/kati/ninja never see the
argument.

Remove the dist goal, since we'll never pass it to ninja, only to Kati
as a modifier.

Remove DUMP_%, since that's not used anywhere (it appears to be in our
code search via the NDK build system)

04f53ed923 Split (ninja|soong).mk into config and rule portions
So that an external tool can read the configuration using
dump-many-vars, and write out the soong.variables file while only
loading config.mk.

Also remove dumpvar-% from PARSE_TIME_MAKE_GOALS, since it's only used
with CALLED_FROM_SETUP / config.mk. This provides an easy way to test
this change as well.
