Ying Wang 41d66783c4 Don't ignore LOCAL_INIT_RC if LOCAL_INIT_RC_32/64 is used.
It's a valid situation for all three of LOCAL_INIT_RC, LOCAL_INIT_RC_32,
and LOCAL_INIT_RC_64 to be used.
