Isaac Chen e63c937bc3 Build disabled vbmeta.img for aosp_$arch 
System images of aosp_$arch are used as GSIs in P, and traditional GSI
users often need a special vbmeta image to disable verity (if AVB is
employed) befrre they flash the GSI.

"BOARD_BUILD_DISABLED_VBMETAIMAGE := true" builds such vbmeta.img

Test: # For arch in arm, arm64, x86, x86_64, do
    $ lunch aosp_$arch; m -j # found vbmeta.img under $OUT

The "generic_x86_64" product defines a non-hardware-specific IA target
without a kernel or bootloader.

It can be used to build the entire user-level system, and
will work with the IA version of the emulator,

It is not a product "base class"; no other products inherit
from it or use it in any way.
