The majority of the contents in BoardConfig.mk of emulator products
are the same. The common part is factored out as EmuConfig.mk so it's
easier to maintain these closely related products going forward.

Test: Following products have been built and booted to homescreen:
$ lunch aosp_x86-userdebug; m -j; emulator
$ lunch aosp_x86_64-userdebug; m -j; emulator

The "generic_x86" product defines a non-hardware-specific IA target without a kernel or bootloader. It can be used to build the entire user-level system, and will work with the IA version of the emulator, It is not a product "base class"; no other products inherit from it or use it in any way.
