Trevor Radcliffe d14f342fa6 Change bpdoc to separate entries with the same type
Presently, entries in the Soong reference docs that
share the same type are condensed into a single entry.
This is very unintuitive, so this change removes that
functionality.

Fixes: 204441523
Test: bpdoc_test.go
Test: build and compare Soong docs
