Reduce warning spam from "unused-" flags in //external, //vendor, //hardware

Browse source 
Some clang unused-* warnings are not covered by "-Wno-unused". Add them
explicitly to avoid noise from these warnings, given that they don't
generally get fixed.

Test: Local clean builds.
