Add script to run Soong tests with go tools

Move the logic that runs Soong tests with go tools from
prebuilts/build-tools/build-prebuilts.sh to
build/soong/scripts/run-soong-tests-with-go-tools.sh.

Test: build/soong/scripts/run-soong-tests-with-go-tools.sh
