Enable aidl#generate_traces by default for some Java SDK kinds

This will enable AIDL tags in perfetto traces for the following SDKs:
1. SdkSystemServer
2. SdkCore
3. SdkCorePlatform

SdkModule requires exposing some Trace methods as
@SystemApi(MODULE_LIBRARIES). This will come as a follow up
