Remove duplicate tests from TestGetDistForGoals
A previous change duplicated the test cases from TestGetDistForGoals() to test the getDistContributions() method. This change removes the duplicate tests and leaves a single test to verify that GetDistForGoals() uses getDistContributions() and generateDistContributionsForMake() correctly.
