Kotlin's jvm-abi-gen plugin can generate header jars similar to the
turbine output for java sources, which can be used to avoid recompiling
downstream modules when the ABI hasn't changed. Unlike turbine, the
plugin runs as part of the main kotlinc invocation, so it doesn't allow
the downstream modules to start compiling any sooner.
A future possible optimization is to use turbine to compile the kapt
stubs, at least for the kotlin+annotation processor modules that already
generate them, which would allow compiling downstream modules before
invoking kotlinc or javac, as well as invoking kotlinc and javac in
parallel with each other.

Add support to sbox for only writing output files if they are changed
to support enabling restat. Move the clearing of the output directory
into sbox, and when write if changed is enabled delete obsolete output
files without deleting output files that will be replaced.
Enable restat for local metalava rules. Restat for metalava rules
run remotely is still blocked on b/183630617.

In Soong, java_library can specify static_deps which are dependencies
that get aggregated into the final jar (akin to static linking). This is
useful because it allows dependencies higher up in the chain to compile
against the APIs exported by transitive dependencies. Bazel does not
support this functionality directly, but it can be emulated via the
exports attribute which makes any targets listed in the attribute public
to targets further up the chain.

Follow Bazel by using turbine instead of kapt to run annotation
processors. This still requires using kapt to generate java stubs
of kotlin soruces, then uses turbine to run annotation processors
on the java stubs and any java sources to generate sources and
resources, and passes the annotation processor generated sources
to kotlinc and javac.

Previously, the bootclasspath_fragment's hidden_api.split_packages and
hidden_api.package_prefixes properties did not specify an exhaustive
set of packages that were provided by the fragment. They excluded
packages which were either not split or which could not be used as a
package prefix because it would match sub-packages provided by other
bootclasspath modules.
This change adds the hidden_api.single_packages list to specify those
additional packages and then uses that information to verify that any
bootclasspath_fragment that specifies at least one of split_packages,
single_packages or package_prefixes properties only contains classes
from a package that matches one of those properties. That will
prevent a module from accidentally including unexpected classes, such
as might happen when statically including a common utility library.
It also adds coverage specific versions of the properties as additional
packages are added to the art-bootclasspath-fragment when building
coverage builds.

Soong adds an implicit dependency on the Android SDK for all
java_libraries (and related modules). This feature becomes apparent
after converting arch-variant srcs for android_apps, so we should suport
this for now. Eventually, we will want to replace this forced dependency
with a Bazel toolchain workaround.

This makes it possible to pass an extensions_dir containing finalized
module APIs to prebuilt_apis. The extension versions are compared to the
api level versions to figure out what the "latest" finalized API is for
each module. This is done using the base_sdk_extension_version, such
that any extension higher than than base_sdk_extension_version is
assumed to be finalized after any of the existing api level versions.

This CL refactors the code related to ManifestFixer parameters.
The required parameters android.ModuleContext, manifest android.Path are
passed separately as the parameters and the optional parameters are
kept as part of the ManifestFixerParams struct.
By default, the member variable of struct have the zero (nil, false,
empty string) values. Hence, it is only required to pass the
parameters of interest at the time of function call to
ManifestFixer.
Manual testing done to check the working of the code.

A number of tests in the cts/tests/signature/api-check check for the
accessibility of classes from the android.test.base,
android.test.runner and android.test.mock libraries. Some tests expect
to find the classes other do not. Unfortunately, the tests use
libraries, specifically compatibility-device-util-axt, that depend on
the android.test... libraries which causes Soong to implicitly add
<uses-library> entries to the manifest so that they will be accessible
at runtime. That causes the tests that do not expect to find the
classes to fail.

If the build file contains the apex_test module, add the
testOnly attribute to the application element of the
corresponding AndroidManifest file and set its value to true.
If the testOnly attribute is already present and has value

Adds support for traversing into a field that is of type:
map[...]*struct{...}
This is needed to allow java_sdk_library to mark scope specific
properties, e.g. public.annotations as being target build release
specific.
It was necessary to change the Scope field from:
Scope map[*apiScope]scopeProperties
to:
Scope map[*apiScope]*scopeProperties
That is because there is no way in go to change the field of a struct
value of a map. i.e. you cannot do the following, not even using
reflection:
