VNDK is deprecated in 24Q2, so soong should be tested with no device and
platform vndk versions. This change removes all VNDK related tests and
VNDK versions from soong-cc and soong-apex tests.

crt_pad_segment adds a NOTE to the ELF which is used by the binoic
loader to determine whether it should pad segments when mapping them
into the virtual address space, such that there are no gaps between
mappings of consecutive segments. This avoids an increase in
unreclaimable kernel slab memory usage for VMAs on devices where the
runtime-page-size > elf-segment-p_align.
Since -fandroid-pad-segment [1] respects -nostdlib used in android
platform builds, soong must link in crt_pad_segment to platform shared
libraries.
For simplicity, link crt_pad_segment everywhere that crtend_so is
applicable, ignoring nocrt property, as there is no other reason
to track these separately.

UseVndk is a function to check if the module can use VNDK libraries, but
this function was also used to check if the module is installed in the
treblelized partition (vendor or product). As of VNDK deprecation,
UseVndk funtion will return false even when the module is installed in
vendor / product partition, so we need a separated function to check
this. This change introduces a new function 'InVendorOrProduct' which
replaces UseVndk based on its usage.

The next CL will need a TestContext parameter in
ContentFromFileRuleForTests in order to retrieve the file rule contents
from the Config. Add it and update all the tests that use it in order

This commit adds support for compiling rust rules inside the sbox
sandbox. To compile a rust module with sandboxing enabled, the entry
point to the crate must be specified via the `crate_root` property, and
all input sources and compile-time data must be specified via the `srcs`
and `compile_data` properties.

Currently, we have ~4 of these modules which are all defined in
prebuilts/ndk. However, using ctx.ModuleDir() instead has the following
advantages
- makes bp2build simpler since we do not need to relativize this path
- prevents soong modules from reaching into another directory (as the
test setups were doing).

Sandboxing the rust rules requires having explicit inputs for the rust
toolchain. This module type makes the rustc prebuilt and its
dependencies explicit as a module that can be depended on by all rust
rules.

The new property will be used to determine the header file contributions of
ndk_library(s) to the Public API surface. This should be a no-op for
regular Soong builds.

Introduce cc_api_library, which reflects imported API from other
inner-tree. This cc_api_library module type will later refer from

and built libfuzzers individually and also by using haiku command. Ran
selected fuzzers manually to ensure fuzzing still worked.
Description: Previously we needed to add cc_afl_fuzz to build an afl fuzz binary,
however, to turn current libFuzzers into AFL fuzzers this would required
an update to each Android.bp file which is a lot of work, and would also
require an approval from each Android.bp file owner, which is even more
work.
To get around this (and also to match how AFL fuzzers are built in G3)
we will build AFL++ fuzz binaries by command line option FUZZ_FRAMEWORK.
When FUZZ_FRAMEWORK=AFL is set, all cc_fuzz modules will be built
for AFL rather than libFuzzer. Devs can also specify if a cc_fuzz module
is only for libFuzzer or AFL by using fuzzing_frameworks. If
fuzzing_frameworks is left blank then it will be assumed that the
cc_fuzz module can be built for all available fuzzing frameworks.

This change contains a prototype implementation for multitree. Several
interfaces and modules are added.
1. Imported/Exported
Modules implementing Exportable interface can export artifacts to other
components. "imported_filegroup" modules can import generated artifacts from other exported modules.
2. Multitree metadata
It contains information about imported/exported modules in each
component, and can be generated via "m update-meta".
3. cc library stub
It's based on prototype stub libraries. It uses imported/exported
mechanism to expose a C API, with a map.txt file and header files.

Previously, crt modules didn't produce cc rules because they didn't have
any input src files set. This prevented us from having a test which
checks the cflags of the crt modules.
Fixing that by adding source file to the crt modules. crtbrand is also
added as an 'objs' dep, because otherwise partialLd rules won't be
generated.
