The default partition for RRO is "product/" in Make, but it was
"system/" in Soong. This CL ports the logic from Make to Soong
To implement this, a new function PathForModuleInPartitionInstall is
created that enables callers to provide the relevant partition

Remove any uses, either direct (or indirect via testJavaConfig or
similar methods), of the package level buildDir variable from this

This lets one avoid any decisions as to when to chdir there during its
execution and leads to better sandboxing because the pwd doesn't leak to
init() functions anymore.
