This adds support for correctly handling Rust sanitized snapshots,
ensuring they only have one variation.
The presence of multiple variations were causing build failures
when a rust_fuzz module for host was defined and a snapshot
build was requested.
This also sets -Z link-native-libraries=no on host modules
(in addition to device modules) to avoid emitting extra linkage
flags due to link attributes.

This effectively undoes both If6c3ee82d588e2742c85cef7244c090c93f38b8e
and I682e4f1f477f3024f7719dfaa67006ef335e0640. SDK variants are now
installed again, which will fix unbundled builds of cc_test modules.
The platform variants used by com.android.virt are now packagable
even though they are not installable.
Fix the original problem in b/194403710 by adding a flag to platform
variants of modules in apexes that are not platform available, and
using that to prevent install and packaging dependencies. That
allows the HideFromMake flag to go back to being used for preventing
install dependencies but not packaging dependencies.

Created a function to determine the current finalization stage by
environment variable and the existence of a version folder
prebuilt/abi-dumps/<lib_type>/<platform_sdk_version>/.
Assign the corresponding prevVersion with the current stage and generate
mk commands to diff source and previous dump to
{fileName}.{prevVersion}.abidiff with diff flag --allow-extension and
--advice-only
The test is verified in all stages. lsdumps should be prepared in
advance.

LOCAL_MODULE_SYMLINKS was enough to install symlinks for snapshot
binaries. However, Soong now requires LOCAL_SOONG_INSTALLED_SYMLINKS,
which results in broken symlink support in snapshots.
This fixes symlink problems, and then amends the Soong snapshot test.

Write the list of a test module's data_bins value to the
`LOCAL_TEST_DATA_BINS` Makefile variable defined for each module.
This enables downstream tools to correctly set up the runtime
environment for execution. And currently only sh_test, cc_tests, and
rust_tests has this attribute in Android.bp.

Move cc module installation rules into Soong by overriding
InstallBypassMake. Update the locations that find host tools
to look in the Make installation directory instead of the Soong
installation directory, which will no longer be used.
The methods that find host tools are also used on go binaries,
so update the config methods that tell Blueprint where to install
go binaries to the Make installation directory too.

This relands Ie0a945d879de4f99ce76d005aea8041719c244f7 with a fix
to prevent building XMl files for multiple variants of a library.
The SOONG_CC_API_XML values are needed for modules that are not
exported to Make, export them from a singleton that covers all
modules instead of an AndroidMkProvider that may not be called
for some modules.

There are cases where two modules try to install the same test data
into CTS, which results in collisions when CTS puts the data for all
tests in the same directory. Add a flag that allows enabling a
per-testcase directory for an individual test for all test suites.

Remove the global list of vendor public library modules used to rewrite

Rewriting LLNDK dependencies with .llndk suffix requries referencing
a global data structure to determine if a given library is an LLNDK
library and therefore needs the .llndk suffix. References to
global data structures from mutators must be removed to support
incremental Soong analysis. Instead, move the LLNDK stubs rules
into the vendor variant of the implementing cc_library so that
the original name can be used.
As an incremental step, the llndk_library modules are left in
place, and the properties are copied into the cc_library via
the dependency specified by the llndk_stub property. A followup
will move the LLNDK properties directly into the cc_library and
delete the llndk_library modules.
The global list of LLNDK libraries is kept for now as it is used
to generate the vndk.libraries.txt file.

SkipInstall is actually primarily used to prevent making a module
visible to Make, rename it and add new SkipInstall that actually
skips installation without affecting Make.
Call c.SkipInstall() for uninstallable cc modules to allow calling
c.installer.install, which will collect PackagingSpecs for
uninstallable cc modules, allowing them to be used by genrules.

When a shared library providing stubs is included in an APEX, only the
stub variant (i.e. version:"1", etc.) gets emitted to Android.mk. This
enforces that everything in the Make world to link to the stub providing
only the public APIs of the library. The non-stub variant (i.e.
version:"") isn't exposed, otherwise, others will be able to access
private part of the lib which isn't guaranteed to be stable.
This has been done by unhiding the stub variant when it is known that
the library is actually included in an APEX. Note that stub variants are
by default hidden.
The above mechanism however doesn't work when the shared library is
replaced by a prebuilt and when the APEX is also replaced by a prebuilt.
Then, the fact that the prebuilt library is actually in the APEX gets
lost. In that case, AnyVariantDirectlyInAnyApex() returns false for the
prebuilt library. As a result, the stub variant remains hidden and not
emitted to Android.mk.
This change fixes the problem by checking if the lib isn't available for
the platform at all. If not available for the platform (e.g.
apex_available doesn't have "//apex_available:platform"), the lib is
assumed to be included in an APEX even when it actually didn't go
through the apex mutator (... because it's a prebuilt).

MTS is introducing partial MTS test suites that are per-module, with
names of the format: mts-${MODULE}. By centralizing the code for test
suites, we can automatically add "mts" test suite when an
"mts-${MODULE}" test suite is specified, reducing duplication.
