This also changes the expectation of ConvertWithBp2build. Each
implementation must either create one or more Bazel target modules, or
mark the module as unconvertible (with a specific reason).
Manually verified no runtime hit in AOSP
In AOSP, the metrics file size increases from 252K to 1.6M
This changes some effective module counts in bp2build metrics:
- Removes "package" modules from the module count list in
metrics, as these will not be converted like regular modules.
- Counts Handcrafted modules as being "unconverted", as bp2build is not
responsible for them.

The Tags attribute is now available in CommonAttributes, and if we use
that one, we won't get errors with conflicting definitions of the
attribute if a global Tags value is added via CommonAttributes.

In mixed builds currently, filegroup doesn't use path prop when creating the paths to the srcs. It defaults to ModuleDir.
Hence, when java.genAidlIncludeFlags [1] calls srcFile.Rel() to eventually create the AIDL include dir for AIDL flags, srcFile.Rel() returns the filepath relative to the module directory instead. This CL appends path prop to module dir when creating relativeRoot.
This fixes the bridge between converted filegroup that set path prop (e.g. libbinder_aidl) to unconverted module (for example, droidstubs). The fix is needed for the child CL aosp/2186599 to convert libbinder_aidl to Bazel. Without this fix, module-lib-api-stubs-docs-non-updatable (unconverted module that depends on libbinder_aidl) can't be built in mixed builds.

This large refactoring has both immense performance implications and
improves mixed builds complexity / usability. Summary:
1. Queueing calls to Bazel is done in a new mutator instead of a full
soong_build pass. Normal soong_build flow is interrupted (via a
functional hook in blueprint) to invoke bazel and parse its response.
2. Implementing mixed build support for additional modules is as simple
as implementing MixedBuildsBuildable. In this interface, define the
request that must be queued to Bazel, and then subsequently define
how to handle the returned bazel cquery metadata.
3. Mixed builds consists of only a single pass. This greatly
improves mixed build performance.
Result:
A 33% runtime improvement on soong analysis phase with mixed builds.
Caveats:
C++ BazelHandler handling still remains a bit of a mess; I did what
I could within this CL's scope, but this may require additional cleanup.

target.kind was a field that existed for only a few months, and have
been removed from Bazel. This is needed to update to a newer Bazel version.
Also, this reverts filegroups to be queried for a specific arch again,

This builds cap_names.list.h, which uses an eponymous filegroup
"generate_cap_names_list.awk" in Soong, but uses the file target
directly in Bazel.
This also improve filegroup support for mixed builds, by issuing a
cquery call _without_ arch. Filegroups in Soong don't have configurable
properties, so don't generate Bazel filegroups into buildroot's
config_nodes (which was x86_64 by default).
The mixed_build_root now looks like this:

This CL does two things to filegroups:
1) If the filegroup has only 1 source file with the same name as itself,
don't generate a filegroup target. Instead, dependents will depend
directly on the Bazel file target instead.
2) If the filegroup has more than 1 source file and 1 of them has the
same name as itself, the bp2build mutator will error out. If bp2build
on CI passes, it means that the source tree / product we're testing
against does not have such a case (which seems to be true for most
source trees).
Either way, this will allow us to be unblocked for most of the errant
filegroups (case 1) in the tree.

A performance improvement for bp2build as Blueprint/Soong no longer have
the overhead of additional modules. The creation of these modules
results in:
* traversal of additional modules for each subsequent mutator
* synchronization over a go channel to collect newly created modules:

We avoid both of these by storing the information directly in the
underlying module.

This CL adds support for cc_library to correctly split c, as and cpp
srcs in shared/static nested props, as well as splitting
the *filegroup* deps in those props, where each filegroup is expanded
into its own c, cpp and as srcs filegroups. This ensures that the
correct sources go into cc_library_static's underlying cc_libraries for
c, cpp and as sources respectively.

This CL adds the support for specifying lists of directories in
build/soong/android/bazel.go, which are then written into
out/soong/bp2build/MANIFEST. Using this configuration,
modules/directories can either default to bp2build_available: true or
false, while still retaining the ability to opt-in or out at the module level.
It also ensures that ConvertWithBp2Build returns true iff the module
type has a registered bp2build converter.
