Create a select statement for every api_domain a library could be
included in. The stub/impl
selection heuristics per apex domain are
1. If dep has stubs and the api domain appears in dep's apex_available, use
impl
2. If dep has stubs and the api domain does not appear in dep's
apex_available, use stubs
(Category 3: If dep does not have stubs and the apex does not appear in
dep's apex_available, then a separate apex_available validation in Bazel
will emit an error).
Platform variants have been special-cased for now to use equality of
apex_available for stub/impl selection

To avoid verbosity, we currently dedupe keys in axis if its value
matches the value of //conditions:default. For axes where all values
might match the default value, we would effectively drop the common
value.
To fix this, we are now dropping the select statement and not the common
value.

The use case for this is creating config_setting(s) specific to an apex
variant and selecting stub/impl in that config_setting. We likely need
only a handful of such config_setting(s), but determining that list
requires iterating the build graph.

The generated Bazel workspace will only contain api specific targets.
This is feasible since these targets do not have any cross dependencies
with the targets in the bp2build workspace
The advantages of a new mode are
1. Does not pollute bp2build workspace with api targets
2. Does not block api targets with the current allowlist conversion
mechansims in bp2build
(In the future we might want to combine these two workspaces)
A Soong module type will generate a Bazel target if it implements

For directories without an Android.bp file, if they contain a merged
checked in BUILD file, it becomes a package boundary in the symlink
forest. However, the current glob expansion is only aware of Android.bp
files, but not merged BUILD files, so it generates glob expansions
incorrectly for files that cross the package boundary.
This CL fixes that by making the package boundary function aware of the
keepExistingBuildFile allowlist. See the new test cases for example.
Also stop using the same global bp2buildConfig for every test case to
allow each test to define their own bp2build allowlists.

This is to avoid having it hardcoded in a fork of the
py_library rule.
Most import attributes should just be set to ".", but
our previous solution always hardcoded it to ".." instead,
for ndkstubgen. ndkstubgen uses pkg_path: "ndkstubgen",
i.e., it set pkg_path to the name of the folder that
contained the Android.bp file. In this specific scenario,
imports = ".." works. Recreate that behavior here as well,
because we don't handle pkg_path properly yet.

For structs that are embedded, Blueprint does not nest under the
embedded name, flattening them into the original struct for blueprint
files (e.g.

allowing more reuse.

with the same name.
Also add capability to test for errors raised in bp2build mutators /
contexts.
This CL does two things to filegroups:
1) If the filegroup has only 1 source file with the same name as itself,
don't generate a filegroup target. Instead, dependents will depend
directly on the Bazel file target instead.
2) If the filegroup has more than 1 source file and 1 of them has the
same name as itself, the bp2build mutator will error out. If bp2build
on CI passes, it means that the source tree / product we're testing
against does not have such a case (which seems to be true for most
source trees).
Either way, this will allow us to be unblocked for most of the errant
filegroups (case 1) in the tree.

A performance improvement for bp2build as Blueprint/Soong no longer have
the overhead of additional modules. The creation of these modules
results in:
* traversal of additional modules for each subsequent mutator
* synchronization over a go channel to collect newly created modules:
https://cs.android.com/android/platform/superproject/+/master:build/blueprint/context.go;l=2594,2600;drc=1602226f23181b8c3fbfcaf3358f0297e839d7d3
We avoid both of these by storing the information directly in the
underlying module.
Also as a fringe benefit, removes some necessary boilerplate for
conversion.
For benchmarks, reduces runtime ~1% for 1% converted, ~24% for 100%

This change enables checked-in BUILD files like
prebuilts/clang/host/linux-x86/BUILD.bazel to be merged cleanly with the
bp2build generated one into the synthetic workspace.
The checked-in BUILD file contains a package() declaration that bp2build
also generates. To avoid double declaration, the BUILD file writer now
checks if the BazelTargets contain handcrafted targets. If so, it
delegates the package declaration to the handcrafted BUILD file instead.
This change also sorts the bp2build targets before the handcrafted ones,
and adds a section header to demarcate the two sets of targets.
