9e384e2e6b Export apex_available_baseline to soong_injection 
So that it can be used in the bazel implementation.

7810e17e54 Export default apex version from updatable_modules.go to Bazel's 
apex_toolchain through soong_injection.

This is necessary to keep both Bazel and Soong in sync.
