Soong does not enforce apex_available on the contents of test apex. To
prevent special-casing test apexes in the apex validation aspect in
Bazel, drop the test apexes from the tags altogether.
( The core problem I am trying to solve is making sure that stub
libraries in Bazel have a single apex available. apex validation happens
to be a nice side benefit)

ld -r reorders symbols and invalidates the .llvm_addrsig section, which
then causes warnings if the resulting object is used with ld --icf=safe.
The warning is especially common when building with musl, as the
clang_rt.crt* objects have .llvm_addrsig sections, are linked into
libc_musl_crt* using ld -r, and are then linked into every other binary
and shared library with --icf=safe.
Strip the .llvm_addrsig section after ld -r to prevent the warnings.

The actual NDK distribution will overwrite these (they're branded with
the platform's version information, which isn't what the NDK wants to
brand apps with), but including them here makes it easier to iterate
on the platform sysroot in situations that don't require a strictly
correct NDK sysroot.

Currently, if the same library is specified for multiple of native_libs,
native_shared_libs, and native_static_libs for different arch/oses,
there can be a few errors:
1. specifying a .so file as `srcs` within a cc_prebuilt_library rather
than being specified only for shared
2. the final type of prebuilt library is dependent on the arch/os
This change introduces:
* an ability for a member type to override the type for specified
properties
* checks for a library being used with incompatible member types
* basing linkage nesting on the member type in addition to variants
This will ensure that the correct library type is used, regardless of
the order of iteration over oses/arches, and support nesting linkages
where necessary but only one linkage variant exists.

This large refactoring has both immense performance implications and
improves mixed builds complexity / usability. Summary:
1. Queueing calls to Bazel is done in a new mutator instead of a full
soong_build pass. Normal soong_build flow is interrupted (via a
functional hook in blueprint) to invoke bazel and parse its response.
2. Implementing mixed build support for additional modules is as simple
as implementing MixedBuildsBuildable. In this interface, define the
request that must be queued to Bazel, and then subsequently define
how to handle the returned bazel cquery metadata.
3. Mixed builds consists of only a single pass. This greatly
improves mixed build performance.
Result:
A 33% runtime improvement on soong analysis phase with mixed builds.
Caveats:
C++ BazelHandler handling still remains a bit of a mess; I did what
I could within this CL's scope, but this may require additional cleanup.

Each conversion required defining a separate mutator, which will each
operate on _all_ modules and requires each to repeat checks whether the
mutator should operator. Instead, we introduce a single mutator and
modules can define a ConvertWithBp2build to implement bp2build
conversion for that module.

The generated_header property resides in BaseCompilerProperties, while
export_generated_header resides in BaseLinkerProperties. Previously
bp2build handled these property structs separately; however, these two
related properties residing in separate structs requires restructuring
the code to allow access to both BaseCompilerProperties and
BaseLinkerProperties for a single axis/configuration combination to
resolve which generated headers are exported/not for the
axis/configuration..

A performance improvement for bp2build as Blueprint/Soong no longer have
the overhead of additional modules. The creation of these modules
results in:
* traversal of additional modules for each subsequent mutator
* synchronization over a go channel to collect newly created modules:
https://cs.android.com/android/platform/superproject/+/master:build/blueprint/context.go;l=2594,2600;drc=1602226f23181b8c3fbfcaf3358f0297e839d7d3
We avoid both of these by storing the information directly in the
underlying module.
Also as a fringe benefit, removes some necessary boilerplate for
conversion.
For benchmarks, reduces runtime ~1% for 1% converted, ~24% for 100%
converted. See more: go/benchmarks-for-https:-r.android.com-1792714

This fixes a bug which was a misunderstanding of soong properties:
Soong's cflags pertain only to C and C++ language, whereas bazel's copts
pertain to all three languages. This change ensures that asflags are
added as specifically asflags, and the 'copts' for the static library
macro pertains only to C and C++ languages.
This requires a somewhat hacky workaround for asflags, however: Since
assembly sources also need includepath-related flags, this duplicates
these flags between copts and asflags. To reduce verbosity of
bp2build-generated targets, this also ensures that asflags are omitted
in cases where there are no assembly sources.

This CL refactors the cc* bp2build converters to use the common
attribute extractors in cc/bp2build.go.
This also adds include_build_directory to be handled by the compiler
attr extractor to generate recursive headers as inputs.
This also turns include_dirs and local_include_dirs into the
execroot-relative -I flags.
e.g. if a module in bionic/libc has "private" in local_include_dirs,
the "-Ibionic/libc/private" copt is generated for it.
