This CL adds java_version and sdk_version support to bp2build
converters for
- java library
- java binary
- android library
- android binary
- android library import
Although java import doesn't support java_version and sdk_version, the
neverlink java_library wrapper around a java_import must specify a
sdk_version when targetting a device. "none" is used by convention.

then they won't be able to transition on them.
Break constant information that is safe to load outside of the
product vars file, so that we can make the product vars file have
more restricted visibility later.

Currently we treat cc_test_library as a shared library but it really can
be both a static and a shared library. This causes issues when trying to
statically link a shared library.

enforcement does not exist today, but will soon be added to the build
system. In preparation for that, cleanup the min_sdk_version property
used in this unit test.

kinds. Include them when packaging the snapshot prebuilt files.

libc_hwasan is a new library in the runtime apex that lives in
bionic/hwasan/libc.so and is symlinked to /system/lib64/hwasan/libc.so.
This is chosen by the linker if an app or binary requires HWASan
support.

Use JavaApiLibraryName function to redirect the usage
of core platform api stubs from .txt files based on config.

Modify the visibility of defaultJavaLibraryName() to export it so that
it can be accessed from another package. This is essential for use case
when identical JavaApiLibraryName() has to be returned regardless of
config.

There was an incrementality bug in the symlink forest generation that
was recently fixed. However, if the appropriate files don't get touched,
the issue will remain. Add a mechanism to clean old symlink forests
so that when we fix incrementality bugs we can ensure they don't remain
in any old out directories.

It was possible for the merged content to end up back in the bp2build
generated file because there was a symlink from the symlink forest to
the bp2build generated file.

The actual NDK distribution will overwrite these (they're branded with
the platform's version information, which isn't what the NDK wants to
brand apps with), but including them here makes it easier to iterate
on the platform sysroot in situations that don't require a strictly
correct NDK sysroot.

The full api surface java_api_library modules are currently defined as
java_library modules instead of java_api_library modules. This change
corrects this and modifies the DepsInfo of java_api_library so that it
can be compatible in tests.
