Vendor variants of AIDL-gen CC modules are by default different from
core variants. So instead of adding them manually to the list, AIDL
builder can mark them as MustUseVendorVariant.

Cflag "-fsanitize-trap=all" will override "-fno-sanitize-trap=integer" if "-fsanitize-trap=all" is placed behind. Change the order to make minimal abort work, which will output the abort message to give user a better prompt.

On the build servers, LOG_DIR is a subset of DIST_DIR, which encodes the
build number. This means that LOG_DIR is guaranteed to be different for
every build, and we'll never re-use previous soong runs on CI builds.
The current use case (writing out soong metrics) shouldn't care if the
value changes, so pipe the environment variable through, bypassing the
env dep checks. It's not clear if this is the only issue triggering
soong_build re-runs on the build servers, but it's a start.
Test: Change DIST_DIR, soong_build does not re-run.

a new clang-tidy.sh wrapper.
The clang-tidy build rule now calls clang-tidy.sh.

By default, most module types are only enabled for device. Converting
this behavior and host_supported/device_supported properties allows us
to skip building incompatible targets.
