14ec66c2fb Make OutputFileForModule work for AllowMissingDependencies 
Report missing output files as missing dependencies when
AllowMissingDependencies is enabled.  This will fix
AllowMissingDependencies builds where a dependency module is
present but missing support for a specific architecture.

2ffb9a8d7d Share buildDir for android/soong/android tests 
There is no need to create a separate buildDir for each test
file, use TestMain to create a global one for the package.

Test: all soong tests
