The new property will be used to determine the header file contributions of
ndk_library(s) to the Public API surface. This should be a no-op for
regular Soong builds.
This will be used by a future bp2build converter to populate
the BUILD files for Multi-tree `cc_api_contribution` targets
(Also noticed that sdk_test.go was never added to testSrcs, which this
CL should fix)

Introduce cc_api_library, which reflects imported API from other
inner-tree. This cc_api_library module type will later refer from
the other ninja module which generates stub library from the interface
description.

Test: Built AFL fuzzers individually and built all using haiku command
and built libfuzzers individually and also by using haiku command. Ran
selected fuzzers manually to ensure fuzzing still worked.
Description: Previously we needed to add cc_afl_fuzz to build an afl fuzz binary,
however, to turn current libFuzzers into AFL fuzzers this would required
an update to each Android.bp file which is a lot of work, and would also
require an approval from each Android.bp file owner, which is even more
work.
To get around this (and also to match how AFL fuzzers are built in G3)
we will build AFL++ fuzz binaries by command line option FUZZ_FRAMEWORK.
When FUZZ_FRAMEWORK=AFL is set, all cc_fuzz modules will be built
for AFL rather than libFuzzer. Devs can also specify if a cc_fuzz module
is only for libFuzzer or AFL by using fuzzing_frameworks. If
fuzzing_frameworks is left blank then it will be assumed that the
cc_fuzz module can be built for all available fuzzing frameworks.

library modules were the same as their static library output files,

Use the dependency to get the name of the library to pass to
-Wl,--exclude-libs.

This change contains a prototype implementation for multitree. Several
interfaces and modules are added.
1. Imported/Exported
Modules implementing Exportable interface can export artifacts to other
components. "imported_filegroup" modules can import generated artifacts from other exported modules.
2. Multitree metadata
It contains information about imported/exported modules in each
component, and can be generated via "m update-meta".
3. cc library stub
It's based on prototype stub libraries. It uses imported/exported
mechanism to expose a C API, with a map.txt file and header files.

Previously, crt modules didn't produce cc rules because they didn't have
any input src files set. This prevented us from having a test which
checks the cflags of the crt modules.
Fixing that by adding source file to the crt modules. crtbrand is also
added as an 'objs' dep, because otherwise partialLd rules won't be
generated.

system_shared_libs has been modified to have the same behavior as
the newly added default_shared_libs, remove default_shared_libs in
favor of system_shared_libs.
This reverts Ia2349d84c70e503916f90a5d2702e135248f73df and renames
the default_shared_libs property in cc_object (which never had
system_shared_libs) to system_shared_libs.

Current snapshot definition is located in the CC module, so it is
difficult to capture non-CC module (such as prebuilt_etc) to the
snapshot. Separate general snapshot definition from cc so other modules

Remove Android-targeting gcc toolchain libraries -- libgcc,
libgcc_stripped, libatomic, and libgcov. Also remove libunwind_llvm,
which is replaced with a libunwind toolchain prebuilt.
The __atomic_* library functions are now part of the compiler-rt
builtins library:

Test behavior was changed a while ago so that tests by default ignore
non-existent source paths (unless they explicitly check for/rely on
them). Prior to that CheckSnapshot() could detect when files were
missing from the snapshot but it no longer can.
This change disallows non-existent source files in all the sdk tests
which means that they are disallowed when processing the snapshots as
they use the same preparers as were used to process the sources.
This caused a test failure which has been temporarily ignored and has
a TODO and bug associated with it.

Restructures the cc package test setup code to create FixturePreparer
instances for setting up a test fixture and converts some tests to
use it.
The goal with this change is not to switch all the cc tests over to
directly using the new model but instead to ensure that the majority of
the cc tests run with the new model, to allow existing tests to easily
switch to the new model when needed and to allow dependent packages to
be switched to the new model.

Previously, the override mutators were being run before the prebuilt
mutators that did not match the runtime behavior. This change fixes
that ordering.
In the process it broke TestApexWithAppImportsPrefer. That test tries
to verify that an apex that depends on an android_app will use an
android_app_import if that is preferred. Unfortunately, it only worked
because of the incorrect order of the mutators.
The test worked before this change because the prebuilt mutators were
being run after the overridableModuleDepsMutator. That meant that any
dependencies added by that mutator onto source modules could be
replaced by the PrebuiltPostDepsMutator with the preferred prebuilt
module.
Switching the order to match the runtime meant that the prebuilt
mutators were run before the overrides so never had a chance to replace
the dependencies added by the overrides.

Changes this function so it only registers components from the cc
package by pushing the call to genrule.RegisterGenruleBuildComponents()
down into those packages whose tests need it.
This will make it easier to migrate cc package tests to test fixtures
as the RegisterRequiredBuildComponentsForTest() no longer overlaps with
preparers from the genrule packages.
