We obtain credentials for RBE through gcloud in case of builds on glapstations (i.e., glinux workstations at home). Hence gcloud needs to be able to run during the build for this credential fetching to work.

I'll remove the allowlist for prodcertstatus in a subsequent CL after new reclient is released.

In-order to automatically detect which type of authentication to use for
RBE, we need to be able to run these binaries in bootstrap. Hence
allowlisting them.

To support using google prod credentials for Google developers, we need
to be able to make an RPC call to exchange credentials. This RPC call
needs to be issued via stubby and hence allowlisting the stubby binary.
dwillemsen@ also pointed out that this should be less effective for
other tools running within the build since network access is disabled
for the other tools anyway via sandboxing.

TestSendLog sometimes hangs on the buildbot, although it has never
been reproduced locally. The cause appears to be a unix domain
packet that was sent but never received. Skip the test in short
mode for now, which will leave it manually runnable but not run
it as part of the build.

Putting t.Parallel() in each test makes them run in parallel.
Additional t.Parallel() could be added to each subtest, although
that requires making a local copy of the loop variable for
table driven tests.
