Updates the member snapshot creation code to support multiple os types.
It basically sorts the variants by os type, then applies the code to
optimize the arch properties and then it optimizes the properties that
are common across architectures and extracts any properties that are
common across os types.
The java and cc member types needed to be modified to make the location
of the generated files within the snapshot os type dependent when there
is more than one os type. That was done by adding an OsPrefix() method
to the SdkMemberPropertiesBase which returns the os prefix to use when
there is > 1 os type and otherwise returns an empty string.
Added three tests, one for cc shared libraries, one for cc binary and
one for java header libraries.

With Host_supported: true, C++ part of sysprop_library will create host
variant which can be used from host modules. As there are no native
system property support on host, libbase functions will be used instead.
Adding support on host will help reduce code complexity of other
host_supported modules.

The marked library(ies) were available to the APEXes via the hand-written
whitelist in build/soong/apex/apex.go. Trying to remove the whitelist
by adding apex_available property to the Android.bp of the libraries.

Previously, when Q-targeting apexes are bundled-built, they are built
against the latest stubs.
It was because unwinder is linked dynamically in R and APIs are provided
by libc while Q apexes should run on Q where libc doesn't provide those
APIs. To make Q apexes run on Q device, libc++ should be linked with
static unwinder. But, because libc++ with static unwinder may cause problem
on HWASAN build, Q apexes were built against the latest stubs for bundled
build.
However, Q apexes should be built against Q stubs.
Now, only for HWASAN builds, Q apexes are built against the latest stubs
(and native modules are not linked with static unwinder).

Vendor snapshot can be captured with "m dist vendor-snapshot". With
vendor snapshot and vndk snapshot, older version of /vendor and newer
version of /system will be able to be built together by setting
BOARD_VNDK_VERSION to past vendor's version.
Only vendor modules under AOSP are to be captured. In detail, modules
under following directories are ignored:
- device/
- vendor/
- hardware/, except for interfaces/, libhardware/, libhardware_legacy/,
and ril/
Test modules (cc_test, etc.) and sanitized modules are also ignored.

Instead of linking the unwinder statically into every binary, link it
dynamically, by exporting the symbols from libc.so. This has a number
of advantages:
- Reduces image size (system.img size decreases by 1.7MB on walleye-userdebug,
and 1.2MB on crosshatch-userdebug).
- Allows us to easily change/upgrade the unwinder throughout the system,
including vendor prebuilts.
- Allows code outside of libc++ to define custom personality routines.
Previously, personality routines would call the unwinder routines in the
local binary, which would cause problems with unwinders with global state
(such as the libgcc unwinder) if the copy of the unwinder used for unwinding
(normally libc++'s copy) were different from the copy linked against the
personality routine.

This fixes an issue that arises when deduping cc build component
registration code.
The fuzzer and fuzzer_deps post deps mutators were not previously
added when running cc tests. That meant the tests were not actually
testing the same behavior as at runtime.
Adding the mutators breaks the TestFuzzTarget test as the mutator
changes the variant of the fuzz_smoke_test that is created and so the
test fails to find it.
This fixes the test by correct the variant name.

This fixes an issue that arises when deduping cc build component
registration code.
The sanitize_runtime_deps and sanitize_runtime post deps mutators were
not previously added when running cc tests. That meant the tests were
not actually testing the same behavior as at runtime.
Adding the mutators breaks the TestFuzzTarget test as the mutator adds
libclang_rt.ubsan_standalone-aarch64-android as a dependency of libc++
and the former is not available.
This fixes the test by adding the missing dependency as a cc prebuilt
shared library.

The cc.GatherRequiredDepsForTest() method returns some default module
definitions that are required when using cc module types like
cc_library. Previously, the registration of the module types and
mutators needed to process those default definitions was duplicated
in the test config initialization.
This change removes that duplicated code and replaces it with calls
to cc.RegisterRequiredBuildComponentsForTest(ctx) which registers all
the required build components.

The filesystem object was available through ModuleContext.Fs(), but
gives too much access to the filesystem without enforicing correct
dependencies. In order to support sandboxing the soong_build
process move the filesystem into the Config. The next change will
make it private.

These files were highly coupled with vndk version, so having them inside
the corresponding VNDK APEX is reasonable.
These files are used by linkerconfig and libnativeloader. In the future,
they reference these files from and VNDK APEX.

Migrating from Make to Soong.
These files are generated by singleton and had to be defined as PREBUILT
modules in Make (system/core/rootdir/Android.mk)
Now, they are converted as soong modules.
To make things easier, a special kind of module 'vndk_libraries_txt' is
added which works like prebuilt_etc but its src file is generated by
soong.

"apex_vndk" is a variant of "apex" module.

Do not rely on 'module.Name()' to decide VNDK link type.
Some prebuilt modules such as libclang_rt_prebuilt_library_shared and
vndk_prebuilt may have different naming schemes.(prefix/suffix)
And llndk_library module has '.llndk' suffix.
Instead, use VNDK-related properties (e.g. vndk.enabled,
vendor_available, etc.).

bpf_test.go was not listed in testSrcs, which meant it was not run
during the build, but ran and failed with go test android/soong/...
Don't redeclare the cc module types and mutators, use exported
functions from cc/testing.go instead, which contain a new
dependency needed by cc modules.
This reapplies I4542640e8ff08e71565ed50617dbe67d86b29b69 after
fixes for mac tests.

We use libgcc as fallback for symbols not present in libclang_rt
builtins, however we didn't know what exact symbols were being used,
some may not be intended to fallback.
Create libgcc_stripped, which only contains unwind symbols from libgcc.

A newly introduced sysprop_library soong module will generate a
java_sdk_library and a cc_library from .sysprop description files.
Both Java modules and C++ modules can link against sysprop_library
module, thus giving consistency for using generated sysprop API.
As Java controls accessibility of Internal / System properties with
@hide and @SystemApi, 2 different header files will be created. And
build system will selectively expose depending on the property owner
and the place where the client libraries go into.
