The Android SDK has been built with Make up until now, monolithically,
then split up into several sdk-repo zip files for different purposes.
The Mac and Windows SDKs really only need to contain the platform-tools
and build-tools pieces, but due to this monolithic sdk zip, we had to
build the whole SDK first.
This adds an `android_sdk_repo_host` module that can build these
platform-tools and build-tools zips.

This is an unchanged copy of build/make/tools/generate-notice-files.py
After this change, the make implementation of generate-notice-files.py
will change to take a required parameter for $(PRODUCT_OUT) and will
only include notices for files built under $(PRODUCT_OUT).
Because soong has the ability to walk dependency trees, the soong
version will likely change in the future to use that ability causing
both versions to move in different directions.
After those changes are complete, we can look into factoring out any
remaining shared logic.
Test: run manually and system image notices checked for changes

Create a new type InstallPath that is similar to OutputPath to
differentiate intermediates output paths from installed output
paths.
RelPathString is a poorly defined, undocumented function that is
primarily used to get an install path relative to out/soong to
generate an equivalent install path for Make relative to $(OUT_DIR).
Move it to InstallPath for now, and fix the one remaining user on
OutputPath.
Add a method to create an NDK install path so that ndk_sysroot.go
doesn't have to do it manually with PathForOutput.

If embed_notices or ALWAYS_EMBED_NOTICES is set, collect NOTICE files
from all dependencies of the android_app, merge them with the app's own
one (if exists), transform it to HTML, gzip it, and put it as an asset
in the final APK output.
