Implementation details
- Since there is no equivalent Soong module for ndk_sysroot, hardcode
bp2build/build_conversion.go to collect all ndk_headers soong modules.
Add them to `deps` of a ndk_sysroot target
- Create `ndk_sysroot` in build/bazel/rules/cc/BUILD.bazel. This is
expected to be a temporary location. This will use the
cc_library_headers macro
- Update SetStubsForDynamicDeps so that sdk variant of rdeps depends on
//build/bazel/rules/cc:ndk_sysroot. This will provide a CcInfo during
compilation. Since ndk_sysroot is of type cc_library_headers, it will
not get packaged into the apk.
- Refactor `goBazelTarget` to a generic `bTarget` so that it is
representative of the expanded usage by ndk_sysroot

In other words, if, in bp2build, module "foo" would generate "foo",
and "foo_two", and "foo_two" already exists in a build file,
bp2build should label "foo" as being unconvertible.

This is a followup fix for aosp/2753352 that added the name of the
`cc_stub_suite` as deps of `unbundled_app` config setting. However,
cc_stub_suite is really a macro that expands to <name>-<ver>.

Allowlist v2 will change bp2build by automatically disabling rdeps of
unconvertible modules. Many bp2build tests create bp2build stub modules
without an implementation,
This CL changes setup of such tests to also contain a BUILD file with
"stub implementations" of equivalent targets, to keep these test targets
convertible.
To verify this change in-place, this CL removes `bp2build_available:
false` from these dependencies.
This is a test-only change for bp2build tests.

If a dependency has ndk stubs, then the sdk variant of the library
should link against the ndk stub variant and not the impl/apex_stubs variant
Unlike module-libapi, the depdendency does not go through an
@api_surfaces external repo indirection. This indirection was created to
support Multi-tree, and will likely be removed in the future

This involves some minor changes to testing infrastructure.
This is a rollforward of aosp/2628496 with a couple of minor changes:
- In ParseBuildFiles, filter out all build files that are kept due
to ShouldKeepExistingBuildFileForDir
- Add some minor test infrastructure for StubbedBuildDefinitions, with a
couple of proof of concept tests used to demonstrate its usage. This
pattern will become immensely more common as we implement allowlist v2
(as we will need to update all tests which today simulate build
definitions that have missing deps)

cc_stub_suite now has an additional attribute correponding to the api
surface. This attribute will be used to pass additional args to the stub
generator.
Update bp2build to set the api_surface of the apex stubs. This ensures
that its stubs are generated with "--systemapi --apex"

For a dependency edge A --> B (stublib), Soong will link A's platform
variant against impl of B's platform variant if either of these are true
1. A and B have same apex_available
2. B has bootstrap: true
3. B is only available to platform

To implement this, we check the `apex_available` property of B.

Bazel does not support using .rscrip/.fs files as cc srcs.
For a module foo with foo srcs, Bp2build will create a bazel
target of rule class rscript_to_cpp with name foo_renderscript
which will have only the renderscript files as srcs.
Bp2build will also create a target foo with the expected cc rule class.
The foo target will have all other src files as srcs and will also
have the target foo_renderscript as another src.

In Soong, CFI being explicitly set to false overrides presence in
CFI_INCLUDE_PATHS, so this change causes Bazel to mimic the same
precedence.

Create a select statement for every api_domain a library could be
included in. The stub/impl
selection heuristics per apex domain are
1. If dep has stubs and the api domain appears in dep's apex_available, use
impl
2. If dep has stubs and the api domain does not appear in dep's
apex_available, use stubs
(Category 3: If dep does not have stubs and the apex does not appear in
dep's apex_available, then a separate apex_available validation in Bazel
will emit an error).
Platform variants have been special-cased for now to use equality of
apex_available for stub/impl selection

only be added for CFI if `-fvisibility=hidden` is not already
specified. This will be achieved using toolchain features. Note
that Soong itself never adds `-fvisibility=hidden`. This is only
ever added in the `cflags` property of a bp file.

Note this doesn't entirely match Soong's logic but is an improvement to
allow linking against implementation when two cc modules are
apex_available to the same module.
It is not possible to recreate the logic for "directly in" without
significant changes to bp2build as we do not add dependencies nor run
apex mutators. Rather than trying to replicate this, we would be better
off refactoring Soong to no longer support the "directly in apex" logic
and require users to correctly specify apex_available.

Since the source_library attribute of _cc_stub_library_shared was a
label attribute, the source library was added as a dependency of the
stub which doesn't always make sense. E.g. it caused validation actions
for the source library to run even when we weren't building the source
library.
This change converts the label attriubte to a string attribute so that
we don't add the dependency.
