Currently, there is little verification around allowlisted modules
actually being mixed-built. This flag would allow us to verify
that a module allowlisted is mixed-built for at least one variant.

Note this doesn't entirely match Soong's logic but is an improvement to
allow linking against implementation when two cc modules are
apex_available to the same module.
It is not possible to recreate the logic for "directly in" without
significant changes to bp2build as we do not add dependencies nor run
apex mutators. Rather than trying to replicate this, we would be better
off refactoring Soong to no longer support the "directly in apex" logic
and require users to correctly specify apex_available.

workflow locally, and verify the symlinks in the two trimmed
apexes are identical and also match the lib path in the DCLA
apex that was created by the workflow.

and built libfuzzers individually and also by using haiku command. Ran
selected fuzzers manually to ensure fuzzing still worked.
Description: Previously we needed to add cc_afl_fuzz to build an afl fuzz binary,
however, to turn current libFuzzers into AFL fuzzers this would required
an update to each Android.bp file which is a lot of work, and would also
require an approval from each Android.bp file owner, which is even more
work.
To get around this (and also to match how AFL fuzzers are built in G3)
we will build AFL++ fuzz binaries by command line option FUZZ_FRAMEWORK.
When FUZZ_FRAMEWORK=AFL is set, all cc_fuzz modules will be built
for AFL rather than libFuzzer. Devs can also specify if a cc_fuzz module
is only for libFuzzer or AFL by using fuzzing_frameworks. If
fuzzing_frameworks is left blank then it will be assumed that the
cc_fuzz module can be built for all available fuzzing frameworks.

This CL fixes a bug when Soong pass `-target` with a non-digit suffix in Clang. As mentioned in b/236753843, Clang's version parsing expects to see an integer in the target string so it ignores the
S suffix.

-fdebug-default-version=5 is causing $TMPDIR to end up in the dwarf
debug data, which causes the buildbot results to be nondeterministic.

We set -Wall in the global cflags, and then again at the point where we
decide whether or not to add -Werror. The trouble with this is that it
undoes the effect of any attempt to disable a warning implied by -Wall.
Discovered while trying to enable -Wmisleading-indentation (which is
part of -Wall) in a way that doesn't apply to external/ or vendor/.

noOverrideExternalGlobalCflags is a new set of flags intended to be
added at the end of the command line for 3rd party projects like
external/, hardware/, vendor/, and more. Our previous flags for external
projects occur way too early on the command line, leading to issues with
use for suppressing diagnostics. Note that support for this variable in
build/make is currently unimplemented, as there are no projects that
would depend on it. It could be added in the future, if it turns out to
be useful.
This change initially applies `-Wno-unused-but-set-variable` and
`-Wno-unused-but-set-parameter` to external projects because these
upstream projects aren't easily fixed, and the risk of actual bugs is
low.

Previously, isThirdParty check was over-selecting for third-party-ness,
the only non-third-party paths were those explicitly excluded from
typically third party directories, results in ~all code being considered
third party.
Updated test to ensure bionic is not considered third party, which fails
without this change.
