Alex Márquez Pérez Muñíz Díaz Púras Thaureaux 0d99045b69 Lift BazelHandler interface into android/
Because it's commonly useful and not cc/ specific
Also export GenerateBazelBuildActions and update uses

Test: Existing tests pass
