Colin Cross aa812d122c Allow debugging with SOONG_DELVE=<listen addr>
Allow running Soong in a headless delve debugger by passing
SOONG_DELVE=<listen addr> in the environment.

Test: SOONG_DELVE=:1234 m nothing
