Colin Cross ff6c33d885 Replace RelPathString() with ToMakePath()
Add a ToMakePath() method that returns a new path that points out
out/ instead of out/soong/, and replace the
"$(OUT_DIR)/" + path.RelPathString()
pattern with
path.ToMakePath().String()
