Ronald Braunstein bb08413605 Export teams even when module disabled.
Some modules only build for arm, but the CI build producing the
all_teams proto artifact is building for X86 and the module was getting
left out.

The fix was to stop checking the Enabled() flag.

Test: m all_teams ; # inspected proto
