Add startNetworkScan 1.4 API.

Browse source 
add APIs startNetworkScan_1_4 and startNetworkScanResponse_1_4,
disallowing error codes OPERATION_NOT_ALLOWED and
REQUEST_NOT_SUPPORTED for network scan.
