Move VtsHalWeaverTargetTest to common directory

Since VtsHalWeaverTargetTest now handles both AIDL and HIDL, move it
from weaver/aidl/vts/ to weaver/vts/.

Test: 'atest VtsHalWeaverTargetTest' on bramble
