Clean up descriptions of power states
Clarify the descriptions of VehicleApPowerStateReq and VehicleApPowerStateReport. Fixes: 128841180 Test: None. Documentation only. Change-Id: Icbe86e2e6a761e37adf2689596eb81bb68295fa7
