These aren't HALs and don't really have owners, but adding the OWNERS files here to be explicit and stick to the pattern used in all the other subdirectories. Add a hashtag to make them easier to keep track of. Devin Moore	32ca32b443	Add anapic script to upload diffs for review ... These diffs are between the hidl2aidl tool output and the existing interface definition.
