7206708528 Update HIDL makefiles. 
Allow them to be static.

This is required for a couple of reasons:
- enabling HIDL passthrough in recovery
- enabling VTS tests to be static blobs

85e4c2679f Remove redundant dependencies. 
android.hidl.base@1.0 and android.hidl.manager@1.0 are built into libhidltransport.

257430b783 Tether Offload HAL 
Adds new interfaces to perform hardware optimized tethering offload.

Test: as follows
    - built (bullhead)
    - flashed
    - booted
    - "runtest frameworks-net" passes
