This is a partial cherry-pick of the internal change, including just
libhwminijail. The user does not exist in AOSP yet.

Removed operationTuple from Model in the HAL, as the data type was
redundant information.
Removed supportedOperationTuples from Capabilities, as real drivers need
more complex restrictions than this provided. For the OC-MR1, we'll just
rely on getSupportedNodes.
Also removed the unused cachesCompilation.

Loop all decode tests for all port modes supported

Many tests run their test with port mode configured to either
byte buffer mode or dynamic anw buffer mode but not both.
This change ensures that all test cases are tested for all
supported port mode configurations.
Test: make vts -j99 BUILD_GOOGLE_VTS=true TARGET_PRODUCT=aosp_arm64 \
&& vts-tradefed run commandAndExit vts \
--skip-all-system-status-check --primary-abi-only \
