71611f329d Package all VTS binaries for HALs as part of general-tests 
To package VTS tests as part of a separate package which consequently
helps other developer testing tools to support VTS.

fb7de5c99b Remove path from hidl_package_root. 
This now defaults to the current path making references
to it relocatable.

0b19836cea Add cc_defaults VtsHalTargetTestDefaults 
Makes it easier to control how vts tests link to system libs.
Also, removes a lot of redundant lines in test make rules.
