cb5d107734 Restore vibrator@1.3 example service. 
To ensure we still have a HIDL vibrator service around for testing.
This is from running command:
    git checkout 714220ef75707d826371c6c020c45663d6965f0c^ -- \
        vibrator/1.3/example
