4e2541ecc6 Radio Keepalive HAL 
This adds support for offloading of keepalive packets
to the radio for reduced power consumption.

872518a234 Add the new RIL requests to start/stop network scan 
The CL defines the RIL API including the methods and structs which will
be used start and stop the network scan.
