Rambo Wang b6e354680f Deprecates obsoleted radio hal interfaces
Makes a ABI preserving change to radio hal by adding deprecation
comments for following interfaces:
- startLceService
- stopLceService
- pullLceData
- lceData
- setSimCardPower
- setIndicationFilter
- setupDataCall
- deactivateDataCall
- startNetworkScan
- startNetworkScan_1_2
